  ”ترى حكومة الولايات المتحدة أن ممارسة الولاية على الموارد الطبيعية الكامنة في باطن الجرف القاري وقاعه من جانب البلد المتاخم له أمر معقول وعادل، ما دامت فعالية التدابير الرامية إلى استعمال هذه الموارد أو المحافظة عليها ستتوقف على تعاون السلطات الساحلية وما توفره من حماية، وما دام الجرف القاري يعتبر امتدادا ليابسة البلد الساحلي وبالتالي تابعا لها، وما دامت هذه الموارد تشكل في الغالب امتدادا تجاه البحر لكتلة أو رواسب تقع داخل الإقليم، ومادامت الحماية الذاتية ترغم البلد الساحلي على تشديد الحراسة على الأنشطة الجارية قبالة شواطئه والتي هي بحكم طبيعتها ضرورية لاستعمال تلك الموارد“.
